Well, technically, Paul Bryant...
But I presume you mean during the era where you could win a Playoff or BCS title.
In that case... I'd probably lean more towards Petrino.

Arnsparger had it rolling in 80's at LSU and likely would have come close to winning a title until Air Spurrier arrived
In 87 Archer's first year LSU was 10-1-1 with a tie to Ohio St and a loss to Bama, Arnsparger may have been the difference in winning those two games.

Probably Spurrier, but he really only had a couple of years there at the end of his time at Florida to win one. Then there's Richt and Tubbs, but I don't think either of them were nearly the coach Spurrier was.

Gary Pinkel didn't have the players like the rest of the other top teams had when it matters. Recruiting better players is a must! That is why Drinkwitz is the real deal for Missouri.

This is going to be a short list as the timeframe you're asking about is from 1998 - 2020.
1) Bear Bryant
2) General Neyland
3) Steve Spurrier
4) Johnny Vaught
5) Vince Dooley
You can debate where 3 - 5 should be placed, but these are definitely the top five SEC coaches who didn't win a national championship between 1998 - 2020. Wallace Wade, Frank Thomas, Shug Jordan, Cholly Mac, and Pat Dye also make the list.

Didn't Tuberville go undefeated?
Amazing to think an undefeated SEC team wouldn't get a shot at the national title. They put USC in the game and ended up getting their title vacated.
