If that is true, then why do Texas A&M boosters and fans have to shell out millions to get those recruits? Also, will those same people get a return of investments?

Take away education part, keep their shite off campus and keep going. Basically what it is, but athletes need to stay away from classrooms and campus. Unless of course you are scholarship with no NIL and doing it correctly.
