Someone explain how these programs "enforce" the "quo" part of these "quid pro quos"...
Like a mob boss would just fricking whack you if you took his money and didnt do the thing the money was for.
But if im a college kid, i go on an Official to Tennessee, and they give me a happy meal full of cash to lure me there, what incentive do i have to actually go there. I already have the cash lol.

It's truly amazing what a complete dumpster fire Tennessee is. If all of this is true there is no way they will be able to recover from this. UT will be a cellar dweller of the SEC for many years to come.
