This is false.
Young black kids on average develop much sooner than young white kids. There is also a perception that they are better (in part because of the general averages).
Hundreds of thousands of young white boys quit basketball in America because they can’t compete at early ages with young black boys. Had they stuck with it they would have closed the gap later on and caught back up.
This is why, whenever a white dude reaches top levels at a traditionally black dominated sport/position, he often came from an area that is predominantly white, and therefor didn’t have that dynamic. (I.e. Cooper DeJean is from Iowa)
This has been studied but it’s an uncomfortable truth and the mitigating solutions are even more uncomfortable
