Colleges received the guidance the same day that some institutions, including Harvard University, announced that all instruction will be offered remotely.

Under the updated rules, international students must take at least some of their classes in person. New visas will not be issued to students at schools or programs that are entirely online. And even at colleges offering a mix of in-person and online courses this fall, international students will be barred from taking all their classes online.

It creates an urgent dilemma for thousands of international students who became stranded in the U.S. last spring after the coronavirus forced their schools to move online. Those attending schools that are staying online must “depart the country or take other measures, such as transferring to a school with in-person instruction,” according to the guidance.

That’s unfortunate, especially if you’re a student from a region that restricts internet access or doesn’t have the internet capabilities we do here so they can’t continue their education “at home”.

It would also be interesting if the online classes happened to be held at, say, 2:30 a.m. in their "home" time zone.

I can't even imagine the logistics of this, and assume most would transfer.

No, it's not really even an Executive Office issue. It's INS.

These guys are on student visas, because they have to physically attend one of these universities. It's not an immigration, they're not becoming US citizens; they are studying abroad.

If you are enrolled in an online program (like U of Phoenix), then you don't have to be in the area in person. You can log in from anywhere with an internet connection, including France, Spain, India etc.

You can't just pay tuition or get a scholarship, and bypass Immigrations; you need a valid reason to be somewhere. Academic studies is a reason... but it needs to be in-person for that to apply.

This is on the universities, not the government. My nephew is a Harvard student, if they don't require classes in person for the upcoming semester he isn't "required" to live in Boston.

Off-topic, I wouldn't pay Ivy League tuition (or Vandy, etc) for online classes.

I usually support Trump but this is fricking stupid. Why the hell did this happen? These kids are here to learn and contribute to our country. Most graduate and stay in country and help us become a better country. This is a terrible move.

Auburn has on campus classes going on now. I do not think we will send anyone home now. Business as usual. I would be concern for any University that has 50% or more OOS enrollment first.
