To be fair, you don’t own the license plate. The state does.
Not sure how the 4th rectifies that. Plus no expectation of privacy in public.

Arresting people or harassment, presumably without cause, seems like a separate issue.

And as far as tracking, red light cameras have been used for this purpose, and I’m not aware of any legal action in regards to this specific use.
