You didn't read the tweet. It's only when directed at a player, or falls under the rule of taunting. It's no different than doing the gator chomp or the gay arse landshark thing Ole Miss tried to do

I don’t get the responses in here. I read this as it’ll be penalized just like if you would normally taunt a player but if you score a TD or are in the sidelines it won’t ?

I think that's correct. Sack the QB then stand over him doing horns down... probably a penalty... but it's also a penalty if you stood over the guy doing a superman pose or something.

He should have just said "no it is just like any other gesture or celebration" and left it at that.
