Lived in both. They were pretty good assignments. Great people, low cost of living, good food, great outdoor activities. I don't mind small towns and country/redneck folks and values.
Every state has the great, good, bad and ugly parts. Some have more than others, and the perception of good or bad is absolutely subjective to the observer.

I actually enjoy living in Louisiana. I've found that any place is largely what you make of it, and I've tried to make the best of every place I've called home.

I realize every state has its strengths and its challenges, but I genuinely enjoy living in Louisiana. I've met far more kind, generous, and welcoming people than anything else. Our state has a rich culture, wonderful food, beautiful scenery, and traditions that make it unique. No place is perfect, but I believe every place has redeeming qualities, and Louisiana has many that I'm grateful for.

Florida was the only state to make their top 10 out of the SEC; having visited many times, I feel this is very dependent on WHERE in Florida.
I swear Florida feels more demographically separated than much larger states like Texas and California.
Virginia is very similar... it's rated #19, but I'd put the area I live in easily top 5 (Shenandoah Valley) but I also get that NoVA is a big reason the infrastructure gets a big hit.

I'm curious how they come to some conclusions...
West Virginia is #50 in economy but #4 in opportunity (and #13 in fiscal stability).

See, for me and likely others, that is in the plus column for Starkville over Baton Rouge.
It is a subjective measure by all means.
That said, there are parts of LA I'd prefer to live in over any part of MS.
I think there are more east to west cultural/geographical bands plus coastal areas and large urban centers that define the southeast better than arbitrary state lines. And, there isn't a lot of difference between any of them.
The south rarely does well in these rankings based on the metrics used. Personally, I like it that way. For a place to call home, I’ll take the rural south over most any place I have lived or visited.
