You have to take into account the population of each state.
For instance, while the Texas population is 30 million, the Louisiana population is only 4.6.
That means Texas has over 6.5x the population of Louisiana, yet LA has more than 40% the number of NFL players of Texas.
Louisiana has a lot more (4x) players per capita:
0.00008 - Louisiana
0.00002 - Texas
Per capita rankings for SEC:
0.00012 - Georgia
0.00008 - Louisiana
0.00006 - Mississippi
0.00005 - AL
0.00004 - SC
0.00004 - FL
0.00002 - TX
0.00002 - AR
0.00002 - TN
0.00001 - KY

NJ quietly produces some decent talent and has for quite some time. A lot of those guys historically went to Penn State.
