There are already rules in place. It sounds like he is claiming other coaches aren’t going by the rules. They mention one case in the article about Lincoln Riley, not sure if that was before the rules were made.
The rule now is that players can only enter the portal during the windows. 45 days after Conferences Championships and 2 weeks in May. Unless a coaching change. Coaches can only contact players during those windows.
