The Federal Government wanted those states to be farmers and mechanics. Some states took the handout from the Federal Government, and that is where it ended.
Some states, including Texas, wanted to offer their citizens a broader, liberal arts education, that included business, medicine and law.
The University of Texas was provided for in the State Constitution, but the State of Texas never had any money.
A&M was created as a branch of UT, and was was opened to meet the deadlines established by the Federal Government.
The 1876 Texas Constitution established The University of Texas, directing the Legislature to create a "university of the first class". It authorized the creation of the Permanent University Fund (PUF) through land grants (2+ million acres) in West Texas (Permian Basin), which supports the UT (67%) and Texas A&M (33%) systems

Actually, Mississippi is turning things around. It recently went from near-last in national rankings to the top tier in performance. It's called the Mississippi Miracle.
