I have to go with Texas since their support structure seems to be willing to spend whatever it takes to get the best players.
Meanwhile, Georgia's recruiting has declined because our support structure is not willing to be the highest bidder in the bidding wars and frankly as a UGA alumnus, I'm good with that.

The most important factor over the last 3 national champions was experience. Michigan and Indiana were close to the oldest teams in college football when they won. Ohio State while not as old retained a lot of draft eligible guys to come back for 1 more year.
