Those players sign contracts to participate. Contracts negotiated as a part of the CBA between the NFL and the NFLPA to cover per diem and to receive medical coverage.
So, by rule, it literally does meet the threshold. Because they signed “a contract”.

Contract was singed between both parties to participate in camp, it meets the requirement that was expressed.

If this were the AAC, who clarified this in their rule, you would be correct. The SEC said the signing a contract with an NFL team equals going pro. Then you also have to deal with Sankey's statement that choosing to leave is a factor and going to try out for a pro team sure sounds like someone choosing to leave.

He declared for the draft, right? That would make him ineligible according to the SEC unless he properly withdrew his name. Did he?
Or did he just declare and not get drafted?

Actually he is a "pro player" just by attending camp. They sign contracts and are legally the responsbility of the team in which camp they are in until they are released. Though they may not end up making the final 53 man roster, while they're going through camp, they are considerd "on the team". You can't be "released" from something you were never apart of.

What we need is a clear, concise, narrowly defined rule that determines exactly who is eligible and who is not with no need for interpretation. Based on the trend of announcements in the last couple of weeks, I think the NCAA and SEC are getting very close to such a rule.
The new rule will be this: If we say they're eligible, then they're eligible. Otherwise they are not eligible.

According to the SEC policy, an athlete cannot appear on an SEC roster if he has:
1. Declared for the NFL Draft and failed to properly withdraw.
2. Signed a contract with an NFL team or another professional football league.
3. Appeared on or been listed on an NFL or other professional football league roster.
Braxton Felt declared for the draft, went through the draft process, and did not properly withdraw, just like the offensive lineman at Texas.

It’s not. No where in the rule does it say anything about which camps count and which don’t
It quite literally only says signing “a contract”.
