He didn't lower his head, make contact with the crown, launch into the player or initiate forcible contact to the head or neck.
Again, explain what part of the hit was targeting. We are still waiting.

Clearly his hands hit chest, but his helmet also made contact with Fitz helmet, thus targeting.
Perhaps the rules need to be changed, but as they're written now and with the video you provided, it's targeting.

You do realize that a helmet making contact with a helmet is not targeting, correct?
No where in the rule does it say that. Maybe you should take your own advice and learn to interpret what you're reading.

The language of the rule shows it was a correct call but I disagree with the rule in general. I also think you either eject the player and they should be back for the next game or eject the player and allow an appeal process to return for the next game.
Targeting in CFB is like offsides in soccer. The language allows the ref to much latitude to interpret the action of the player involved. It seems clear cut on the contact but is not on the intent which will always be subjective.
