Because they schedule 2 hard games a year, lose them and then beat 10 mediocre teams at best and get preferential treatment more often than not

Notre Dame will never join the B1G because of some shenanigans that happened one hundred years ago. Silly and stupid but they're still holding a grudge about it. They're also afraid that joining a conference would make them a regional brand as opposed to a national brand.

If they were in the ACC, they would have been over Miami. Committee didn’t want to leave a P4 conference out even though the ACC was terrible
