Based on the last several years, UGA may deserve a high ranking, but they consistently underperformed for many, many years prior to that, especially when considering the in-state talent base and financial resources available to the program. You did say "all-time," right?

Georgia is high because they were rarely ever bad. They were just constantly fielding good football teams, so they rank pretty high.
Tons of bowl games, and now Kirby Smart era gave them the hardware to move them up. I even made a post confirming they were the 2nd best program in SEC history behind Alabama

Texas was the big tent post team in the SWC for decades. That part pushes them up, as LSU (or Georgia) never owned the SEC to that extent.
Same thing with Oklahoma. They were locked in a struggle with Nebraska in the Big 8, I think OU had the upper hand; but like Ohio State/Michigan in the Big 10.
That carried over to the Big 12.
That pushes those 2 all-time above the SEC teams not named Alabama. Would give Oklahoma a significant edge over Texas.

Also, until quite recently, Tennessee was #2 in the SEC, so I wouldn't necessarily drop them that low for a bad decade.
Florida should be bottom of the Big Six because prior to Spurrier, they were basically Kentucky. That insane run elevated them, but the rest of the Big Six has way more history.

Without Texas means Oklahoma isn't in the SEC either, and Alabama beat them in the expanded CFP.

I've seen various all time rankings and all had some order of Bama, Oklahoma, Ohio State as the top 3 depending on what criteria they used. I don't recall ever seeing another SEC ranked ahead of Texas all time
