Georgia, Texas, and Tennessee should have asterisks. Georgia and Tennessee in the SEC East and Texas in the B12.

The Big 12 was arguably the toughest overall conference in its first decade+ of existence. More than that Texas was in the Big 12 South, in many years 5 of the 6 were ranked teams and 2-3 teams ranked in the top 10 year-in/year-out.

But don't let your ignorance of facts get in the way of your preconceived notions

Tennessee wasn't racking up 10 win seasons when the SEC East was bad. Them being bad was a huge part of why the East was so bad for awhile. The East was stronger than the West most years from 1992 until the late 00s.
