the problem is the criteria. if you're talking creativity - that's going to be opinion. if you're talking technical ability, no one's going to top steve vai. you might not like his creativity but, he's technically unsurpassed and he's formally trained.
Vai was impressed with Shawn Lane, here' a vid of Lane playing in a 3 piece completely killing it. Died very young but there's a lot of YouTube vids of Lane, search the one where a 16 year old Lane is playing guitar with Black Oak Arkansas, he was a prodigy on the piano too!

Well have open minds...here are some of the BEST guitar players ever:
Buddy Guy (just ask Clapton and I was blessed to see him live twice with Junior Wells)
Hubert Sumlin (Howling Wolf's guitarist and I was blessed to see the Wolf band in 1968)
BB King (saw him several times)
Elmore James (unfortunately never got to see him)
Then I would put these artists in a group for being pioneers of guitar music:
Robert Johnson (Claptons Cream band did Crossroads and the Stones did Stop Breaking Down)
Big Joe Williams (9 string guitar and made Baby Please Don't Go popular years before English acts)
Keith Richard who made some incredible music
Eric Clapton of course
Billy Gibbons of ZZ Top
and could name many many more, but this imo is a solid list...you could add Chuck Berry for creative music and Bo Diddley ditto.
For music alone:
Howling Wolf, Muddy Waters, Sonny Boy Williams, John Lee Hooker, etc etc

I think people are confusing the best rock guitarist as being who can play the fastest.

Exactly. A few power-chords played in an intriguing sequence is much more satisfying for me than someone demonstrating how fast they can move their fingers.
My pick: Pete Townshend.

Damn, Sold me. That dude would make Jimi Hendrix look for a 9 to 5 job. Amazing !!!
At 15 or 16 with Black Oak Arkansas:
Shawn Lane with Black Oak Arkansas "Guitar Solo '79 & Lord Have Mercy"
Purple Haze that would make Jimi spin in his grave:
Shawn Lane - "Purple Haze" - (Six One Six, 1991) - Uncut

Hmmm.
The first solo in Winterland Crossroads sort of cements it for me.
Clapton is the greatest guitarist ever.
I’m a Hendrix guy, through and through, but the technical precision and absolute feel Clapton brought back in the day is unrivaled.
Hendrix is a close second, but his genius was in making sounds no one had heard. If you listen to some of his lesser known stuff, the blues rolls off of his fingers.
Machine Gun is where Hendrix was headed when he died.
I’d have loved to watch the evolution.
Buddy Guy, SRV, and Rory Gallagher round out my Top 5.
But I’ll pretty much listen to anyone that can play the blues.

Don't know if you consider Dave Matthews a rock guitarist but he's got to be up there. Stevie Ray Vaughan is there as well.
Keith Richards is the GOAT though
