i actually live near clark's fish camp and have eaten there a few times. i would call it ok not a must stop.if i was going to eat seafood in the mandarin area i would recommend St Marys Seafood over clark's.

Clark's is isolated and right on the water.
St Mary's is in a generic shopping center next a Taco Bell.

In addition to ForeverGator and VADawg’s suggestions I’d add that San Marco and Avondale both have some good restaurants/places to drink that are around 10 minutes from the arena.

San Marco: Grape and Grain (drinks), Taverna, Town Hall, Rue St. Marc, Maple Street Biscuit

Avondale: Biscottis, Blue Fish Oyster Bar, Brick, Sushiko, Mellow Mushroom (large bar area with live music some nights), Orsay (a bit outside of the shops of Avondale)

Ill add the rooftop views at "river and post" (riverside...on the corner of river and post) "Black Sheep" (bar and food setting just off the five pts area ) "hoptingers" (beer and sausage place in five pts) and "cowford chophouse" (right at the base of the main st ..blue bridge..its a high end steak house; so eat there if you want or you can go right to the rooftop) all but hoptingers have river / downtown views

Parking really shouldn't be a problem. The arena is in the same area as the football and baseball stadiums. There is a parking garage in the center of those three. There is also surface level parking lots at TIAA and street parking. Not sure what the cost will be (in all the events ive been to downtown i dont think ive seen anything more than 20...if that) basically you can drive around for 10 min max and find a spot. One thing jax isnt short on is..space. The last time the tourney was in jax. I parked on the southbank (of the river ...stadium is on northbank) and took the water taxi over. For $8? (I think...its been a couple of yrs, but you can google it) for roundtrip that drops you off about 3..4 blocks from stadium (which is fine if the weather cooperates) and they run extended hours due to the timing of the game.

Green Room and Southern Swells are also good micro breweries at the beaches.

Good Dough has the best donuts this side of Shipley's. In San Marco.

Not that I have a ton of experience, but we went to the Gator Bowl a few years ago and a couple of places stood out:

The Bearded Pig - good bbq and a few local draft beers
Sidecar - good craft cocktail/whiskey bar
Dos Gatos - great craft cocktail bar

My best advise is to stay in St. Augustine and drive up to Jax for the game.

Wicked Barley is a brewery around the Baymeadows/US 1 intersection so it's a bit of distance from downtown, but their beer selection is very, very good

Valley smoke in Ponte Vedra is good, along with Caps on the water down in St Augustine.

Also, the Metro diner in San Marco is great for breakfast or brunch before heading to the stadium.
