A QB who doesn't have an elite arm but is great at making quick, accurate passes in the 5-15 yard range is significantly more viable in the NFL of 2021 than he would have been in the NFL of the 90s. The way offense is played these days is totally different than it was just 10-15 years ago, much less 25-30 years ago. Receivers have more freedom of movement, schemes are more sophisticated and designed to get playmakers in space, QBs are protected more. A guy like him never had a chance 25 years ago, but today? I think he'd do well.

If you happened to see that QB21 episode with Kirk Herbstreit and Mac, during film review he mentioned that one touchdown throw to Smitty was placed in an area at the back line of the end zone, partially because of what he had seen the safeties do on tape and partially because they had been working on that exact ball placement together during the previous summer.
Point being, sometimes a "ridiculous catch" is a result of hours of work.
On the surface, the casual observer sees none of that from the side of the QB, doesn't understand his thought process, and doesn't consider the actual ability it takes to read and make the proper throw in that moment.
