And this has been interpreted as meaning FULLY within the cylinder. Partially is okay, and rarely called, especially if it's falling away from the basket.

The rule doesn't state that the ball needs to be in the cylinder entirely

Like tbird said, it's a bit of a judgement call, but that specific call is called offensive interference nine out of ten times

Don't know why people get defensive when a call falls their way. It happens

the text of the rule will tell you that it doesnt really matter. Having any part of the ball over the cylinder will create basket interference. In practice though, refs will normally make a judgement call based on practicality because baskerball would be fundamentally different if they called it by the letter of the law

Partially above the rim is called interference nine out of ten times. The rule does allow some wiggle room, though

Which Uk did on that play. The refs simply didn’t want to blow the whistle on either team

You have to contact the ball for goaltending.

sure, basketball rules are vague, but that's a play that's called offensive interference just about every time

That's not true. The rule doesn't state whether it has to be fully in or out. However, refs usually interpret as whether or not the ball is on the way out. If it's partially out and on the way out, they rarely, if ever, call it.

No, the ball doesn't have to have a chance of going in. That's neither something that's written down or ever practiced

If the ball is over the basket, it's almost always called offensive interference

The ball was over the basket
