The real problem is that some local flunky ran the iron rod through stacks of ballots in the wrong location - marking those stacks for Buchanan. And creating thousands of ballots with “over votes.” If they had correctly run it through the Gore location, they would have only spoiled Bush and Buchanan votes and would have tipped the election to Gore.
You can give him a raise. It just doesn’t have to put him in the stratosphere. It’s much cheaper to keep him and pay him $1M more.
