Scripture has instances where men appealed to God and He was convinced to do otherwise - Moses comes to mind as God had His fill of the Hebrews - was ready to end the entire lot and Moses asked that His wrath be withheld - which it was.

To have a relationship one must spend time with the other - to get to know one another - so yes, it is Scriptural. Is precisely what Jesus prayed for in the Garden of Gethsemane....'this is eternal life, that they may KNOW you [the Father] and him [the Son]....

I hear you. Recently prayed that a dear friend's health be restored and that joy return to him and his family. As we were visiting he told me 'I am ready to go, have no regrets'.
He died the day after Christmas....were those of us still here sorrowful and mournful? Of course! But; we likewise...

Was dying of Covid, 4 years ago, few hours from intubation and an updated DNR. Received a transfusion of plasma with Covid antibodies along with prayers from people I have never met - in addition to those I knew. I left the hospital 3 days later and am beyond convinced it was the result of both....
