I don't think it is really the big 12 at this point as much as Fox. It sounds like the Big 12 realized how much of a disaster scheduling was this year and wants to get back to a functional rotation without Texas and OU. Its not Texas or OU paying money but Fox wanting the big draw inventory and more importantly making sure that that inventory doesn't get on ESPN.
The other issue is that it drags out any form of attempts to peel off some of the Pac-12 schools (which the B12 wants but most likely Fox is leery of).

Wow that means UGA will finally be going to College Station in 2024. Honestly, I figured Oklahoma and Texas would start in 2024, the schedules would be changed, and Florida would go to College Station again and UGA wouldn't.

#1 I can't speak for OU but Texas certainly has the money. There is a lot of bitterness on all sides and Texas would rather wait until 2025 then let the remaining conference members split any of its cash.
#2 This is the best situation for Texas. We will have another 7 - 8 win season in 2023 and will likely (finally) fire Sark. This gives us a year to get a new (and hopefully capable) coach ramped up before joining the SEC.

OU has the money, but why give them 80 million when you can use that 80 million for the new 175million football complex being built?
The hateful 8 will have to split their TV shares with the 4 new WAC teams over the next 2 years. OU and TEX will not be sharing their revenues....so this isn't over yet. But as someone said, everyone but, FOX, wants this done.

The Texas, Oklahoma situation
Texas and Oklahoma recently made an offer to the Big 12 and Fox to leave the league one year early for the SEC, sources told CBS Sports this week. It was rejected. The nature of the offer was not clear.
CBS Sports previously reported the Big 12 rightsholder would have to be made whole for losing the Longhorns and Sooners early from its programming lineup. That could involve a series of nonconference games involving both schools being played in Big 12 stadiums once Texas and Oklahoma join the SEC.
Fox and ESPN hold the linear broadcast rights to the Big 12 through 2024-25. ESPN owns 63% of the value from the new $2.3 billion deal that begins in 2025. As such, it gets top picks with the four best football games each season, six of the top eight, eight of the top 12 and 12 of the top 20, according to SportsBusiness Journal. Fox, which owns the remaining 37% of the deal, receives 26 games per season. It is not clear whether Fox would get access to some of those ESPN picks if a deal was struck.
There was speculation that Tuesday's release of the 2023 Big 12 schedule was connected to the Texas-Oklahoma issue. In other words, nothing could happen until it was known when the programs would leave the league.
Not true. The league faced a deadline of early February from their rightsholders to get the schedule done. Fox and ESPN needed to start scheduling games themselves.
Meanwhile, time is running out for a potential early exit. As CBS Sports reported, Texas and Oklahoma want to leave early, but the complications are numerous.
