This is apparently what happened to the big cock statue that is supposed to go outside W-B, but that happened in 2017 and we're still waiting on the damn thing.

ETA: Sorry I skipped over the other comments about the webbed feet.

Looks as if this is something that contracted out a year ago and the sculptor forgot about it until the week it was due and hurried up and filled in C for the remainder of the sculpture to finish on time.
