Howard held the shite out of him in a super obvious way right in front of the refs. You pull the jersey as much as he did on a hold and you are gonna get called 90% of the time, particularly on the edge.
It hasn't been balanced on PI calls, but it's easier to get PI calls when the passes are actually close to the receivers.
