The issues arming civilians are:
1. How do we get them adequate weapons?
2. How do we ensure that those weapons only wind up in the hands of the people that we want to have them?
3. How can we be sure they'll actually rise up?

Launching missiles will only get us about as far as we have gotten. Kill their leadership, and they just replace them. Expanding strikes will only hurt the people and their chance at a decent future.
The embargo may work after many months or years. That's a long time to suffer through a bad world economy only getting worse.
Boots on the ground is the only viable option I know of to ensure we attain out objectives and ensure that it's permanent.

Does anyone really believe that Iran is going to give up their only 2 bargaining chips (Hormuz and uranium)? They know they wouldn't have any leverage or security without them.
The only way we fix that is by force.
I didn't want this fight to begin with, but we are in it now and the only correct way to end it is to completely finish it. There's no way that can be done without an invasion and installation of a democratic government. None.
