Harris Co isn't as small as you make it sound. It borders Columbus, where 250,000+ people live. I won't divulge how I know his family members, I'll just say that I do.
Your AAU buddy prob heard what he wanted to hear (much like some Bama fans did) during JJ's recruitment. It all turned the night Grantham visited w/his family here and then again down in Orlando at the UA All American game. They were able to convince his mom Tuscaloosa wasn't safe (rash of shootings and the Dee Hart/Xavier Dickson fight were used as ammo).
The rest is history. Also, JJ himself told me on two separate occasions, one as late as Dec, that he was headed to Bama. Just goes to show, ain't over till' it's over

I actually like BB's idea of 15 sec to allow defensive subs, that would pretty much nullify the issue of not being able to sub and help cut down on getting winded and injuries related to fatigue

When I said he was partial to UA, it's mainly because of me and that UA is a hot team right now. No real fandom.
What probably happened was that JJ was telling the UGA recruit one thing, and others something different. Oh wells.
