I believe it was always a "created" controversy to get Congress to pass that legislation. And, Kiffin is the lightening rod in college football so his involvement guarantees media interest and Congressional interest.

Wonder of all the SEC presidents on board with Sankey knew LSU had already complied or if he kept that from them.

It's not just that. It was a collective meltdown on here, among LSU alums, among LSU writers and ambassadors. Some angry, many just pleading the case. Followed by the letter to the SEC which was probably the orchestrated pound of flesh. LSU got gut checked and folded.
Personally, I don't think the SEC would have kicked out LSU regardless, not yet at least, but I think it was a pretty masterclass bluff that served the intended purpose.
To be more specific, it was sort of Trump-like (and I'm not saying this to blow smoke in favor of Trump). What I mean is that world leaders regularly know Trump is bluffing, or highly suspect it, but there is that little tinge of "this is moving too fast and is too unpredictable" such that they have to take it seriously even though they'd wager a big bet against the worst outcome. I think that's what happened here, too.

This is not hard to figure out. What was LSU's desired outcome? To have the ability to add ex-NFL players to their team. Did they ultimately get that? No. What was the SEC's desired outcome? For LSU to adhere to conference rules. Did they get that? Yes. You tell me who won.
