Multi-state initiatives are hard to get going, especially without Federal involvement. There are Delta programs but they aren't funded as well as they need to be.

It's fairly subjective and I've spent time in all three. Each have their ups and downs. I think MS w/ Bama/LA in a dead heat for the bottom of the barrel.

As much as I will never understand the draw to visit New Orleans post-Katrina, Missouri has absolutely nothing going for it and is definitely in the bottom 5. But let's be real, New Orleans is a complete shite hole.

Went to NOLA for Halloween and voodoo fest one year and had a blast. Would rather be there than any city in bama or Mississippi.
