Mostly, because the SEC didn't immediately create a rule, as they did in this case.
The rule's orgin is fairly ambiguous; it appears to have existed already but was simply not enforced during the Bediako situation.

You are correct. The SEC did not even legally go after Alabama at all. Now all of a sudden they are threatening severe punishment against LSU and filing lawsuits.
Makes the SEC look even more discriminatory and bias.

There has always been a distinction. Just as there is also a distinction between never playing in college and playing in college and leaving for a pro league.
There are carve outs to allow accomodations for how different parts of the world handle youth sports. Likewise, not all EuroPros are eligible to play in college. There are standards that have to be met in order to retain the ability to play.

The conference didn't, an Alabama judge did.
If not for the judge, Bediako would've played the whole season. The conference protested a bit but took no real action.
