Mark Stoops is tied for 12th in salary at $7,000,000. Any job where you can stay 10 years, have four losing seasons and go 7-6 twice, win 10 games only twice, never even win a division title, and have people happy to keep you is a damn good job. He makes more money than a few on that list, with a helluva lot less pressure.

I'm not so sure about that. Three of Texas' four claimed national championships are between 1963 and 1970. That was a great decade for Texas football but over the course of their history? Too many down decades in the last 50 years.

If you're talking pure football, I would definitely agree. Louisiana is a football hotbed and, from my understanding, the school is all in on the football program. Michigan, historically, has gotten its best players from Ohio and places like California.
However, Michigan is the all time winningest program, and the school itself is a top tier university with one of the largest endowments in the country. (Michigan, $17 billion -- for reference, LSU $1 billion, Notre Dame $18 billion, Northwestern $15 billion, Vanderbilt $10 billion, Alabama, $2 billion)
There is sometimes a disconnect between the University of Michigan and the football program, which can lead to frustration.
It just depends what you mean by "better" job. For example, I don't think Harbaugh would ever want to coach at LSU. Notre Dame is a similar program to Michigan, but Brian Kelly clearly did want to coach at LSU.

A national championship is also not the only single barometer. Texas has played most of those teams in huge bowl games between 1970-now and has the lead in the all-time record against every one of them sans Georgia I think.
Let's not forget Alabama was in a tough spot before Nick Saban, as was LSU. Georgia had a tough 90s themselves. Hell, Michigan and USC were essentially on par with Nebraska and Texas for underachievement from 2010 up until last year (with Michigan's down period starting earlier than that).
All of these teams have had some sort of ebb and flow with greatness sans Ohio State.

What’s the defining qualifications for “top jobs in CFB”? Usually, the level of pay defines “top jobs” and you’ve got Stoops with a massive contract at UK. Who wants to go to Bama and follow Saban for same or a little more money only to be certainly fired in 3 years when you lose 2 games in consecutive seasons and don’t win a Natty?

Yea this is the biggest problem. Though many things can mean "top job", for most it means reaching the pinnacle of your profession. In that sense, the metric is winning a title. There are about 15-20 teams with real chances of winning a title during a given coach's tenure. Those are the top jobs.

and left it in shambles which is what it looks like is happening in TAMU. Except no SEC title or natty. Next year is his make or break season. 500 or less he will probably be gone.
