For the folks in Spectator mode, it's important to recognize that as this additional confirmations n comes from ODNI, the folks who seek to scrape some sort of rhetorical victory in their "nuh-UHHHHHHH!" rebuttals also told you months/years ago that there was no evidence about the GOF research in the first place.

Now that it's coming out, they'll persist in telling you that the next thing is coming won't be, no matter the evidence put before your lying eyes. They also enjoy using the amount of time that's passed since some of us have initially picked up on what the Presidents team have been laying down as some sort of indictment against what we see proven years later... nevermind the underscore that provides to the assertions that we've held our ground on for almost a decade bearing fruit in 2026 and beyond.

The Biological Threat Reduction Program (BTRP) is part of the US Department of Defense's Cooperative Threat Reduction (CTR) Program, according to the defense ministry.

Since 2005, when the BTRP partnered with the government of Ukraine, the US has invested approximately $200 million in Ukraine, supporting 46 Ukrainian laboratories, health facilities and diagnostic sites.

According to publicly available data, 336 laboratories in about 30 countries receive funding from the BTRP. 

The research work conducted by these defense ministry-funded biolabs is highly classified.

Although US officials have dismissed the questions about these biolabs as "disinformation" and "conspiracy theories," there have been calls for Washington to comply with the Biological Weapons Convention and make clarifications on related issues.

Alastair Hay, professor emeritus of Environmental Toxicology at the University of Leeds in Britain, said: "the United States has been supporting various laboratories in the Ukraine through a post-Cold War program. As I understand it, these labs are generally involved in disease surveillance."


The monitoring of Cold War-era biological agents across the former Soviet Union was always the cover story for these labs to exist in the first place. What went on behind closed doors has been believed to be much more nefarious.

After all, it's not like they were tourist destinations where anyone would walk in off the streets.

If I remember correctly some of Putin's allegations were that the Ukraine-based biolabs were working on chemical agents that were specifically targeting people of the Eastern European and Caucasian genotypes.

I can't speak for everybody else who's been following this since the Russian invasion began in February of 2022, but the fourth page of that PDF is brand new information to me. Research code name designations, virus names, and the specific installations where they were being conducted - this is the first time seeing those sorts of details.
