There's absolutely no way Pulaski county has the highest literacy rate in Arkansas.

Classic example of playing with data to make a point without much meaning. There is a barely 10% spread - 20-ish points - between worst and first.

Then explain to me how the failed school systems in places like Detroit and Chicago somehow show as highly literate? Did they only survey the people working in the downtown skyscrapers and not the gangstas down at street level?

Yeah it's not quite passing the sniff test. I see Illinois entirely purple, Missouri entirely pink, and yet somehow Missouri has a higher average??
