This seems like bullshite.
There's absolutely no way Pulaski county has the highest literacy rate in Arkansas.

At this point, just call it illiteracy rate. It’s obviously the dominant part of the population

We sit on top of Arkansas.
Illiterate by osmosis.

Here it is by state rather than by county.
See, Missouri...one point lower and you would actually be one of us. For now, you're still a wanna-be.

These maps are always wild. I can honestly say I’ve never met anyone in my life who was completely illiterate lol

Missouri cut out a nice piece of illiterate area up in all that literacy.
See how the state stands out in the map??

You live in a not so great part of Maryland.....but hey, at least it's not PG county or Baltimore city though.

Now this is all I needed to see. If Minnnesota is a leader I don’t want any piece of what that state has going on. SEC it means more!

Classic example of playing with data to make a point without much meaning. There is a barely 10% spread - 20-ish points - between worst and first.
Then explain to me how the failed school systems in places like Detroit and Chicago somehow show as highly literate? Did they only survey the people working in the downtown skyscrapers and not the gangstas down at street level?

Yeah it's not quite passing the sniff test. I see Illinois entirely purple, Missouri entirely pink, and yet somehow Missouri has a higher average??
They're claiming that Missouri is nothing but erudite scholars & country Hicks
