1) get rid of kick offs and punts. They slow the game down and are two of the highest risk events for injuries. Start with the ball on the 25 on a kick off and allow 40 yards for all "punts" when a team elects to surrender possession

2) 1 yd downfield rule for blockers on pass plays

3) make intentional PI a spot foul (ie. grabbing a jersey of a guy running past you to avoid a TD). Inadvertent or normal kinds of PI would still be 15 yards.

4) limit substitutions to 1 player per play

If a team kicks a FG, opposing team gets option of receiving normal kickoff or starting at own 35 yard line. Would this result in fewer FGs? Not sure.

As to the offensive penalty inside of own 10 (1/2 distance), I saw where an option would be to add the yardage to the first down line to gain. For example, team is own their own 8, 1st and 10. Holding penalty would result in the ball staying on the 8, but the 1st down line in now moved to the 28, resulting in 1st and 20.

My biggest gripe with targeting is the ejection. I know it has been said before, but when it happens in the game shouldn’t dictate how long the penalty is for. First series of the game and the player is gone an entire game. Last series of the half he’s gone for a half. First series of the second half he’s gone for that half and first half of the next game. Last series of the game he’s out a few more plays and half the next game.

For me, it's targeting.

It's not the penalty assessed or the wording specifics. The existence of the rule in the first place, is problematic. It is not consistent with the purpose and nature of the game.

In addition to annulling this non-sense, members of the rule making body who supported it, should be thanked for their past service and given the chance to explore opportunities outside of my favorite game.

- Change OT format similar to NFL.

- Similar to others, strictly enforce the 3 yd rule on OL downfield or move it to 1 Yd so maybe it will get called at 3

- PI has shifted (like all rules) to favor the offense. Big, physical WRs are allowed to be hands on with and push off more with no calls while drawing the benefit of the doubt and a defensive PI call when the DB gets equally as aggressive or simply has a hand out to keep contact with his guy without interfering. I'm not saying let them battle all the way down the field, but call it consistently for offense and defense and over the course of the game. It seems too subjective at the moment.

- targeting should come in two forms: flagrant and unintentional. Flagrant is a disqualification for that game only, 15 YDS and 1st down. Unintentional has the same without disqualification; 2 x unintentional calls in a game also leads to disqualification

- instead of an onside kick, teams should get the option to have the ball placed at their own 35 in a 4th and 15 situation. Would reduce some of the the mass collisions with 1 group running full speed into another while offering about the same risk/reward dyanmic. On side kicks could remain an available option as well to keep STs coaches on their toes.

Pretty certain this is a rule already. It just rarely gets enforced. Auburn RB trucked Stingley doing this and no call.

Kinda out there, but FG's worth 4 points when over 50 yards.

Risk/reward and brings in another variable in strategizing late-game comebacks.

Not necessarily a rule as much as a stipulation… I wish they would change the touch pass hand off to a rushing play rather than a passing play. Seems kind of silly to be counted as a passing stat when you're basically tipping the ball a couple of feet to the guy running in jet sweep motion.

That's stupid. One of the best weapons a team can have is a good punter that can flip the field and pin the opponent on the 2 yard line. So you just propose taking the punter completely out of college football? What is this now....Pop Warner?

Penalty on offense: defense gets option to add a player for a play per 5 yards. So 5 yard penalty, take the yardage or add one player. 10 yards or 2 added. 15 yard penalty: take yards or play with 14 on the field!

Penalty on defense: defense plays a man down for 5 yarder, 2 men down for 10 yarder, 3 men down for 15 yard penalty.

Coaches would teach proper techniques and not just hope penalties get overlooked.

Personal fouls should not be offsetting penalties.
The personal foul should always be enforced.

Pass interference should be pass interference even if the ref thinks the ball couldn’t be caught.
They don’t let holding calls go if the ball couldn’t be caught, etc.

In general, a team should never benefit from committing a penalty.

Ex.
Ole Miss misses a short FG attempt.
They are penalized 5 yards for an illegal snap and get to kick the FG again. They make it.

I made this post in another thread recently so I'll copy and paste.

Targeting is crap. The rule should he called "targeting" for a reason. If a defender "targets" the defenseless player with the football then call targeting, but I see way too many calls where an offensive player lowers his head TO DEFEND HIMSELF and the defensive player gets thrown out of the game for a making his best effort to be legal while completing the tackle. There are other examples, this is just one, but it's total BS. Football will be some sort of evolved pillow fighting in a decade if we're not careful.
