The GOP legislators who run the state are openly hostile to New Orleans. They don’t do any favors for Latoya. It’s a weird and unhealthy dynamic. But that’s for the poli board.

But it makes those consultants and cronies of those entities a lot of money.
It will probably also be used to incur new debt while barely paying or slightly restructuring the old debt (that will also never be paid).
If you can't be a part of the solution, there's damn good money to be made in prolonging the problem.

Believe it or not a few years ago, Louisiana voters approved a Constitutional amendment that restricts what the Government can do with large budget surpluses. The Federal Funds have federal directives on how to be spent. The $1 billion budget surplus is do to a surprisingly stronger recovering economy and oil and natural gas tax revenues going through the roof (about the only thing I guess I can thank Biden for as he stopped much of the on-land exploration, much of Louisiana's is just off shore) and we have lots of Natural gas.
Of the $1 billon, I think $350 goes to a revenue trust fund to be available when revenue estimates are missed (short fall), of the remaining $650 million, I think a set % has to pay off existing Debt. Then the remainder is from what I have read going to be directed towards 1) Roads, 2) Coastal erosion projects and 3) Deferred Maintenance projects at Louisiana's Universities.

In my 30 something years on this planet, I believ me Baton Rouge and Louisiana have “conducted” about a gazillion “studies” on how to address the MS Rriver bridge in BR.
Countless years and millions of dollars later, we are no closer to a solution than we were 30 years ago, but I’m sure lots of people got nice pay days.

You will spend 1 billion on think tanks on what to do with the other billion. They will decide the other billion should be used on think tanks for what to do about wealth inequality. In the end 40 dollars will be donated to salvation army.
