Entering the draft was. Going undrafted was irrelevant.
Multiple pro players on multiple teams presently that fit that bill and are rostered due to TROs.

Cole Hutson declared for the NFL Draft, went undrafted and participated in rookie minicamps with Cleveland and Dallas. But here's the important part: **he was never signed to an NFL contract by either organization.**
Going to an NFL tryout/minicamp and attempting to become a professional isn't the same thing as actually signing an NFL contract and becoming one.
That's materially different from Wright.
Wright didn't simply attend a tryout. He signed an NFL contract, received a 5 figure signing bonus with Philadelphia, received compensation, was waived, was claimed by Cleveland and became part of another NFL organization before eventually being waived again.

Neither played a regular-season NFL snap.
Yet one never signed a professional contract, while the other did.
As for Missouri DL Sterling Webb, that's an even less comparable situation. His lawsuit concerns the NCAA's new five-years-of-eligibility framework and whether he should receive another college season; he did not leave Missouri, sign an NFL contract, go through an NFL organization, get waived and then return to Missouri. A federal judge granted him eligibility relief, and he's back with Missouri.
