They weren't a power for decades. They were pretty good for a decade and cheating, lying snitches covering up Manning sexual assaults for another decade.

Several reasons.
For one, you can whiff on one, MAYBE two, hires in a row but you can't keep whiffing and expect not to tank. They weren't in terribly bad shape when fulmer left. Enter Kiffin, and while there were ups and downs it was still a mediocre season on paper then he left after one year. Enter Dooley, who was a really bad hire. At this point it's make or break time, you've gotta hit a grand slam. Enter butch. he was an improvement but not by a whole lot. At this point it's been 10 years since UT was truly relevant on the national scene, whihc means HS Seniors you're recruiting were 7 or 8 at the time. Now things are tenous for real. Enter Pruitt and again you're getting some improvements in some areas but still nothing to really be wowed about. Moved on, enter another, rinse and repeat. They're in a bad cycle of not being vandy level bad but not even being Kentucky good.
In addition to all that there's the other obvious factors. They built their entire rep in the 90s/early 2000s by recruiting the hell out of Atlanta. Once Richt got to UGA that dried up relatively quickly. UGA was garbage in the 90s but was really good in Richt's early tenure, and UF at that time was still really good, so UT was getting taken down a peg even before fulmer left. Once fulmer left you had a UGA that was on solid footing, a resurgent SC under spurrier, vandy poachign a kid or two with franklin, freeze just over the border paying for anyone that walks, dabo building up clemson, and of course the greatest dynasty CFB has ever seen being built by your permanent opponent.
Not a pretty picture for tennessee.

In the 90's/early 00's when Tennessee was good you had:
-Bama in their worst period since the 50's
-Georgia good but not great
-Clemson terrible
-South Carolina terrible
-Ohio State good but not great
Since then you have had:
-Alabama historically dominant
-Georgia great
-Clemson great
-South Carolina periodically good
-Ohio State great
All of those teams directly compete with Tennessee for talent.

actually they were. From 1910 to 1970 UT had a better winning pct than any team other than Notre Dame (Alabama had a better win total)

Really what has happened is impatience. They don't let a coach stay around long enough to recruit guys that fit his scheme. Keep changing coaches the way you change your underwear (both about every three years for a UT fan) and you reap failure. The funny thing is that Butch and Pruitt brought in good talent. Thanks to Mickey D bags maybe but they had good classes. But keep switching coaches UT!

Ran off a pretty good coach hoping to have better. That lead to a revolving door. Similar to what happened at Texas and is now happening at LSU. TN just doesn’t have the benefit of the talent that TX and LA have. TN is a tough place to recruit to. Like ND, they have to recruit nationally. When they are good, that’s easy and Knoxville sells itself. When they are not good talent goes somewhere else. JH looks like will get them turned around.
SEC is better when TN is good, so I hope they get things going again.

UGA's always generally been very good and neck-and-neck with UT through the years (the 1990's were a dip in our radar, as it was with several other bluebloods, e.g., USC, OU, Texas, LSU, etc.). But, UGA broke out and surpassed UT awhile back.
Tennessee's decline began in the early 2000's with poor decisions and coaching hires. Their problems became compounded when they no longer could recruit well like they once did.
The state of Tennessee has never been a recruiting hotbed; the Vols have always had to recruit nationally to garner good players. But, that changed.
Poor decisions have continued right on into the present, although hiring Heupel may prove to be a good one.
Fulmer had much to do with some of the poor decisions and management of their athletic dept. But, he wasn't the only one.

The rise and fall of Tennessee football in the 90's to early 2000's can be tied directly to the loss of David Cutcliffe as the OC.
Tennessee's record with Cutcliffe as OC:
With Cutcliffe, Fulmer was 86-19 (82%); Without Cutcliffe he was 66-33 (67%).

Lane kiffin left on his own accord. We gave Dooley three losing seasons in a row (he hasn’t been a HC since then), we gave Butch 5 seasons that ended in our worst season ever up to that point (had to spend 3 years at Saban rehab and now HC of a 1-5 team), we gave Pruitt three seasons that ended in the worst season ever up to THAT point and not to mention got us embroiled us in a cheating scandal (doesn’t even coach in CFB anymore).
Who do you suggest we should have held onto longer?
The problem has primarily been on the administration. A decade of bad decisions would frick any program over.
Demographics is not nearly as important as some are making it out to be. Butch Jones landed a top 5 class. We just need a good coach and unbundled support from up top. Right now it looks like we are on the right track.
