They can't and they won't.

The NCAA knows that any rule or regulation that limits NIL is illegal and would be eventually shot down by a unanimous SCOTUS that has already made it very clear where it stands on this issue.

They just need to do away with transferring within the same conference.If you transfer in conference you should sit out a year.Having your division rivals recruit your players an offer them money is a joke

This could motivate the top 60-70 schools to form the mega-conferences, break away from the NCAA and create guidelines that make sense.

You do not need to limit NIL, actual NIL

We need to stop using the NIL umbrella to describe every payment a player is receiving. Salaries are not NIL, money from boosters or anyone, simply for showing up on campus is not NIL. We need to put a stop to things pretending to be NIL. Also calling these payments NIL isn't helping

Collectives are advertising that all OL at Texas get x and every player at Texas Texh gets 25k

How can it be NIL if it doesn’t matter who the player is?

Am I reading correctly that now they can transfer as many times as they want?

This rule is going to opposite direction than it should be

they're paid into the 6 figures in compensation (this was pre-NIL mind you) in exchange to come play football.

And you're right, nobody can force you to do anything. So when the school says "here's what we'll give you to play football for us, do you accept" and the recruit says "yes, that is agreeable I will do that" it's pretty shitty for the player to then transfer when he doesn't get his way.

yes you are reading it correctly. It is even more of the wild west. Players can now transfer as many times as they like.
