99% of software that does redaction type annotations will create a separate image of the document with the annotation - it's not any type of "layer" that can be removed or anything of the sorts.

He votes 80+% with Republicans. He doesn't support socialist policies, he doesn't support giving money to foreign nations, he doesn't support never ending wars, and he doesn't support piling even more onto the already unsustainable national debt.

This talking point you're using is embarrassingly bad and worn out. Just because the GOP has gone hard to the left doesn't make Massie the bad guy. In fact, he ranks highest among any member of Congress in the freedom index for a reason.

This is a ploy to continue to protect the politically connected elite. Remember, Trump claimed it was all a hoax, and Bondi and Patel claimed back in July the investigation was over. However, Massie has forced releasing documents (they still haven't released all and complied with the law) so the next ploy is to claim they're suddenly reopening the investigation so they can legally withhold information.

It's beyond obvious what is going on here.
