I was thinking of subscription as any kind of requirement to have an account, but I’m sure it means PAID subscribers (even though it doesn’t specifically say that).
This site is surely active enough that it would show up there.

Not a huge fan of TexAgs but they are the best site around for most everything especially if you are an Aggie. They have their share of assholes just like here but the rest of the site is pretty good. It is a $10 million dollar a year business. Having their own app is nice as well. You do not have to subscribe to use it. A subscription does unlock a lot of features though.

1. He's referring to paid subscriptions. Not sure what the mystery is here.
2. My guess is because Shannon Terry is as greasy as the day is long, he's pushing these faux rankings as a means to incentivize fan bases to subscribe more and more to the On3 fan sites.

I think Rupp Rafters is On3 now so you have to pay to be on it.
