In New York, it's legal to have up to 5 pounds. I don't think Virginia sets any limit whatsoever.
The bigger difference between states laws is whether or not it's a felony. In many other states, this would likely just be a misdemeanor.
But, it's Alabama, where it's also a felony to drive with 2 cases of liquor in your car.
