13 scholarships in TOTAL

There has been a lot of confusion regarding the number of scholarships, and is 13 in total - not 13 tacked on.
The scholarship reductions isn't as bad as I thought it would be. The additional bowl ban is what hurts. Then, on top of that, we have Matt F'ing Luke as a HC - maybe the NCAA thought that was harsh enough to not take more scholarships away?

There are multiple sources also saying an additional 13.
