Strategic? Dwight D. Eisenhower-the persons and problems with which he had to deal in order to manage the combined forces and defeat Germany ere nearly insurmountable.
Tactical? Georgy Zhukov-he almost single-handedly turned the tide of the war in the East during WWII.

Another one I would put on the list, but not in the extremely elite, 1%, but elite category, within the top 10% is Antonio Lopez de Santa Anna.
Revilled by many but his career speaks for itself.
Like Rommel he had losses, but he continued a way to keep coming back. He ended up being president multiple times and came out of retirement and exile to defend his country.

What Dwight D Eisenhower did in ww2 is still very impressive to me. Rommel was also great

For you military buffs you may enjoy this youtube documentary on the The Winter War between Finland and Russia. The Fins really used the home field terrain to their advantage despite being greatly out numbered.

Personally, I think it's Erwin Rommel. That guy was a borderline genius....brilliant tactician on the battlefield. The desert fox.... scary that if Hitler would have listened to him, the outcome of the second world war could definitely been different. Not saying they would have won, but Hitler and company disregarded him several times on strategy, which was huge for the allies as it turned out.

Genghis Khan, and it's not even close.
He conquered more land than anyone has ever past or present conquered all while having an army that only had a hundred thousand. That sounds like a lot, but when you consider that he conquered as far west as Russia and Persia, and as far south as India and China. Credit to Subodai, his best general as well.
