Saw this live when it happened. Liffort Hobley was probably a 4.5 40 guy but he was 7-8 yards farther downfield and had the angle on Willie Gault. Go to the 22:30 mark. Willie made Liffort look like he was running in quicksand.

My first college football game ever was in 1987 when Deion Sanders was a Junior and even as a kid watching his first game I could tell he was just noticeably faster than all of the other players.
Also went to a lot of Titans games and watched Chris Johnson run away from NFL players like they were running barefoot in the mud. He never gets the credit that some of the other RBs and speedsters get, but I have never seen an NFL player (in person) zip away from fast dudes like he did. And he wasn't exactly a 100% effort guy either.

Jeff Demps for pure speed, Percy Harvin for quickness. That was in the stands.
Played against Andre Caldwell when he was at Jefferson HS. I was LB and I'm pretty athletic but there were some times where he would leave me in mid air looking like Wile E Coyote.

Anybody that watched SEC football between 2008 and 2011 needs to say Jeff Demps.
Competing at the 2008 U.S. Olympic trials, Demps set a new national high school record with 10.01 seconds, beating J-Mee Samuels' 10.08 seconds. His time also equaled the 100 meters world junior record, originally established by Darrel Brown in 2003.

De’Anthony Thomas was so damn fast man and Devon Allen. Allen made the 2016 rio Olympic final in the 110m hurdles.

I saw Justin Gatlin when he played high school football. I think he was an only a sophomore, but he literally made everyone around him look like they were in slow motion.
He didn’t play football anymore after that season. He went on to be a world class sprinter with a short, but prolific career at UT, and then an Olympic Gold medalist in the 100m.
Dude was/is hella fast.

Willie Gault was the most impressive one I saw just from appearences. He ran a KO back against LSU and it was over by the 20 yd line...
