He just isn't seeing the field. Georgia forcing stuff down the sidelines and taking away middle of the field. But he can't hit anything down the sidelines.

You def didn't watch that game or are just doing some revisionist history.
Penix hit his WR's in the hands the entire game and they dropped everything, several which were wide open TD's. Washington def had a chance to win that one.
