I was just up there two days ago to take care of some maintenance and there was no yellow police line around my house and no one tried to hassle me. They don't want visitors, understandably (by which they mostly mean people fleeing urban areas to stay in rentals). But no, they aren't even keen on people who own second homes coming from the big city with their families or friends right now.
However, I understand their fear. They don't have much in the way of resources, so last thing they want is me bringing COVID19 to them when I stop at a local grocery. So yeah, they are "encouraging" people to stay away.
All of that said, I have no intention of being told that I can't go to my own house. It's not like I'm planning to host a huge party up there while this situation is going on.

No one said the virus is a hoax. The hoax is a North Ga Sherriff banning city folk over the media induced panic.

I think it’s safe to say most people in the mountains have been waiting for an opportunity to ban people from Atlanter.

Good. People flocking from Atlanta to little mountain towns have completely ruined them. If you get to go to a professional sports game almost any night of the week and brag about it then you don’t get to leave and spread a super virus around when shite hits the fan.

The main issue that folks up here in Rabun are concerned about RE: Atlantans coming up to their second homes, is the lack of goods in our stores for folks (we have two large chain grocery stores and two local grocers) and, more importantly, the lack of emergency healthcare available should there be a significant outbreak. Our one little hospital has two ventilators and maybe 25 beds available and is grossly understaffed. The next closest medical facility is in Habersham and they have a larger full-time population.
We’ve seen our population triple up here in the last two weeks, which is something we see every year during the summer, but not this early in the year and certainly not in the midst of a health crisis.

Triple? There are only 1500 homes on the lake and I believe you have a population of around 13,000.I get some campers and other folks who don't live on the lake but triple is a stretch.

But you have no problem with us paying property and sales taxes and pumping money into you broke arse small towns any other time of the year. Should have planned for this when you built all the mountain homes and condos.

Well, I can't speak to staying up there for an extended period, because it is not my plan to "escape" Atlanta and hide out in Blue Ridge to avoid COVID19.
A Sheriff can enforce someone who is ordered to self-quarantine to stay at home if public health officials have ordered the person to do so. But to my knowledge, a Sheriff can't impose an order banning people from their own property. Now maybe the governor could impose some sort of martial law but from what I've heard lately, even the governors are having to consult AG's about the shaky legal standing of ordering people to not got to their second homes.
Maybe they could order people to get screened before going into the county but good luck with not letting people on their own property without evidence that the person is a public health risk.

Umm yeah...I'm about 100% sure this is not true unless you are talking about some sort of Deliverance folks living in the woods...and I'm not sure they factor into the equation.
Many of the people who live full-time up there are reliant on tourism and money brought in by people who own second homes, etc.
