I don't think anyone really knows for sure because the wording in the press release was ambiguous. For example, even though the start of the signing period (for the purposes of the SEC rule) was moved to the left, there was language about mid year exemption for signees who enrolled early as long as the team signed fewer than 25 the previous year. I've seen nothing about a limit of 5 backcounters.
If I had to guess, UGA or whoever will be able to sign 30+ if they signed significantly fewer than 25 in the previous class.

Dude I'm gonna go ahead and trust the people who cover this for a living and have said repeatedly that UGA can sign up to 34 guys

Alright let's first go back to your previous statement. Haven't changed the rules. I guess last year when the coaches voted no for the rule change but the presidents voted yes and it passed, was not a rule change. Btw that "non rule change" goes into place this recruiting cycle, December 1st to be exact.
Second, show me when they are going to sign these kids and I will show you flaws in your argument. Whoever told you that is very incorrect.

So is Georgia expecting on losing 34 of their 85 scholarship players to attrition/ graduation in one year?

Here you go folks. This article does a pretty good job of explaining the new rules on signing.

Signing Rules for SEC
From the link:

The SEC rule -- and the national rule next year -- allows an annual exception for teams to sign more than 25. That is possible if one or more signees can be counted backward toward the previous year's class. There must be spots available in the previous class to do so.

All I know is I sincerely doubt that the UGA coaches would be planning on signing that number if the rules stated they absolutely couldn't.

For as much as people dont understand the signing rules in the SEC, its actually pretty clear.
Only 25 schollies can be counted each class.
Early enrollees can count back to previous classes if the previous class had less than 25 LOIs.
Failures to qualify still count and do NOT reopen a spot.
That is why A&M and UGA can sign over 30 players. That is not oversigning and if you think it is you dont know what the word means. Oversigning means taking in more kids than you have scholarships allotted for (Houston Nutt).
We signed 19 kids last year meaning we have six spots for mid term guys to count back. Thus, 31 is the amount we can take in the 2013 class.

Correct. Provided 6 of them are EE and count towards the 2012 class.

If you could have read it Richt said "Theoretically" you could sign 34, but the 85 doesn't change.

That's what I was thinking. And thus why it's do important that all of your signees be qualifiers.

That's what the rule change was all about. The Nutt/Tubs practice of over signing and shipping them off to JUCO is over.

1) Backcounting is definitely still allowed. The language of how it is used has changed, but it's still happening.
2) It's shortsighted and incorrect to think you can only back count for 1 season. You can't just look at the past 2 classes to know your back count number. You have to keep looking back until you signed over 25, then interpolate it out to present day. It's still possible that you could sign well into the 30s.
3) There is no "rule" saying SEC schools can't surpass the 85 scholarship limit. Most of them do. This is oversigning. Taking over 25 is not oversigning. The cutting of players to get back to 85 is the major thing that is nationally frowned upon in the SEC, and is also the reason for the creation of 4 yr scholarships...

Why didn't Richt sign more last year then? If y'all had room and scholarships to give.

Because we missed on a lot of recruits last year. Rather than extend a lot of late offers the coaches decided to leave the spots for the 2013 class because it was LOADED. Unfortunately, that plan might bite us in the arse this year. We're way too thin at DB.

Wouldn't we be able to sign more than 6?
Of the 19 we signed last year, Ken Marshall, Matt Davis, Otis Jacobs, and Derel Walker were all early enrollees. Wouldn't that mean we can count up to 10 towards the 2012 class if they all enroll early?
