In theory you are right but in actuality the Vandys of the world stay down because they aren’t making any attempt to compete. In a league full of power teams, one of them will always have to finish last, but they won’t always stay down perennially.

It is most likely that they are already in one of the two top conferences while, ND is part of a dying conference that might be up for grabs.
I wish they’d get back to 7 smaller leagues, but since the horse is out of the barn, ND is a possibility as a big brand needing a home.
Sec might consider.

They would be some where between Vandy and USCe.
Within 6 years they would leave the SEC for the ACC or the some other conference.
Texas, LSU,Bama, OleMiss,UGA, they couldn’t play something like that every year.

Maybe, I don't see them winning the conference but they wouldn't fall off like that. Since the the first expansion the only sec team that's gotten worse is arky. Usce never won a bowl game pre sec, aTm/Missouri are achieving similar results to the big 12 but the national perception is better due to tougher scheduling. People often forget tough schedules forge tough teams. Honestly notre dame might remain a 9-10 win program but be a hell of a lot tougher.

Notre Dame would never go to the SEC. It's beneath them academically.
