I think that's a good point.
Based on nothing other than a gut feeling, it seems like any of these teams could make it in at some point — à la TCU — but it's probably unlikely that they'd be able to win two games in a CFP scenario.
Which more than likely means it would be a battle-tested type team, which we would associate as a regionally Southern team.
For example, I could see UCLA winning the Pac-12 and subsequently getting blasted. However, if South Carolina wins the SEC, one would assume that they're probably pretty legit, with a decent chance at that point.

I wouldn’t say 3-4 times but Gary Pinkel was really close to bringing Mizzou one in ‘07 and ‘13.

Huge underdog Stanford beating USC. USF, Kansas, WVU, and BC all being ranked as high as #2. Mizzou being ranked #1. That Thursday night game in Tuscon you mentioned where Dixon got hurt.
And that doesn't include the random stuff from the SEC that year like the LSU/UK game, UTK/UGA game, and LSU and UGA finishing #1 and #2 in the final polls, UGA curbstomping Hawaii in the Sugar, and LSU playing for and winning the natty with 2 losses.

I honestly think if wvu joined the acc or sec they could have a resurgence. I think the fans feel on an island and left behind. They have no rivals and local recruiting(Pennsylvania and DMV) are disinterested in the big 12. The only reason they joined the big 12 was to get out of a p5 conference that lost its power status and boom here they are again

But I think there are several Big 12 schools that could be the breakthrough team. Ok State, Baylor, and TCU have all been good.
